In light of the ongoing heatwave gripping parts of the United Kingdom, the Liberal Democrats have proposed a strategic initiative aimed at enhancing public safety and comfort. The party is advocating for the opening of air-conditioned spaces, such as gyms, leisure centres, and libraries, for the public’s use as “cool hubs.” This urgent call to action arises as the UK experiences soaring temperatures, with forecasts suggesting highs of 34 degrees Celsius (93 degrees Fahrenheit) over the weekend.
According to the UK Health Security Agency (UKHSA), yellow heat health alerts have been issued until July 15, particularly impacting central, southern, and eastern regions of England. This concern follows reports of potential hazards posed by extreme temperatures, especially to vulnerable populations such as the elderly and individuals with pre-existing health issues. The Liberal Democrats have emphasized the necessity of creating these safe havens where people can seek respite from the oppressive heat.
This initiative is designed to mirror the “warm hubs” that were established in the autumn of 2022. Those hubs provided warm spaces for people during the high energy costs of winter when many hesitated to turn on their heating systems. The proposed cool hubs would be operated in conjunction with local councils and the national government, located within community facilities that might not necessarily be owned by the council.
Currently, cities like London and Manchester are already experimenting with similar cool space schemes during summer months. These community networks offer citizens designated areas to cool down and escape the suffocating heat, reinforcing the importance of accessible resources in adverse weather conditions. Abroad, notable examples include Paris, which runs a network of designated “cool islands” accessible through a user-friendly app. These include public parks, museums, and swimming pools where residents can find refuge from the heat. Various states in the United States also operate cooling centers, highlighting a growing global recognition of the need to address this issue.
The Liberal Democrats have pointed out the alarming rise in heat-related fatalities, with an estimated 2,295 deaths attributed to heat during the summer of 2023 in the UK alone. An early report from the Met Office indicated that the spring of this year has been the warmest and sunniest period on record in the UK. Additionally, forecasts suggest the likelihood of temperatures exceeding 40 degrees Celsius is increasing at an accelerating pace over the next decade.
Pippa Heylings, the Liberal Democrat energy spokesperson, characterized the deaths resulting from heat as “avoidable.” She underscored the common-sense nature of establishing cool hubs, describing them as critical spaces for vulnerable individuals who need to escape from the stifling heat.
In conjunction with this initiative, the party has proposed further measures aimed at bolstering residential comfort. They are calling on the government to supply free insulation and heat pumps to households with low incomes. These measures would assist families in keeping their homes cool in summer and warm during winter months. The topic of energy efficiency is particularly salient, as the UK is known for having some of the least energy-efficient homes across Europe.
In response to these concerns, a government representative acknowledged the situation’s severity, stressing the importance of public safety and encouraging people to exercise caution during the hot weather. They mentioned that building regulations are in place to mitigate risks of overheating in new homes. Furthermore, they encouraged tenants facing excessive heat in their properties to contact local councils for assistance.
