    Grant Shapps defends controversial Afghan data breach secrecy: ‘My focus was on saving lives’

    In recent statements, former UK Secretary of State for Defence, Grant Shapps, has addressed the sensitive issue surrounding a significant data breach that has raised serious concerns regarding the security of thousands of Afghan individuals who collaborated with the British government. This breach revealed details of nearly 19,000 Afghans and over 100 British officials, including military personnel and intelligence operatives, whose identities had been inadvertently exposed. The incident occurred in February 2022, when data intended for a select group was mistakenly emailed outside the government, resulting in unintended consequences for the security of those involved.

    In his first interview since this sensitive issue surfaced, Shapps emphasized the importance of prioritizing human lives over public disclosure. He characterized his approach during the data breach crisis as focused firmly on “sorting out the mess and saving lives.” Shapps defended the previous government’s decision to apply a super-injunction, a legal order that restricted the reporting of the issue to protect the identities of those at risk of retribution from the Taliban. He stated that this confidentiality was critical because the stakes were high, with the potential for serious harm to individuals who aided British efforts in Afghanistan.

    Shapps articulated his belief that the injunction was justified, expressing that it was preferable to maintain a level of secrecy in order to prevent the exposure of names that could lead to severe adverse outcomes like “murder and execution.” He expressed surprise at how long the injunction remained in place but believed that it was necessary to delay public conversation about the breach until risks diminished, which he anticipated would be the case last year.

    The breach’s timeline illustrates the gravity of the situation; the unintended disclosure led to the establishment of the Afghanistan Response Route (ARR), a covert resettlement scheme. This initiative was developed to assist those affected by the leak without immediately informing them of the risks to their safety. Shapps noted that this program has successfully facilitated the migration of approximately 4,500 Afghans and their families to the UK, with an additional 2,400 expected to follow, all while incurring a staggering estimated cost of £850 million.

    Challenges in managing the fallout from the breach were compounded by concerns regarding the handling of sensitive information. Shapps was questioned about why the Intelligence and Security Committee, responsible for overseeing the security services, was not informed earlier about the breach. His response indicated an extreme caution dictated by the nature of the breach; even the slightest information leak had the potential to amplify risks for those affected. He acknowledged that decisions on who to inform about the injunction were made in conjunction with judicial authorities, stressing the complexities involved in managing such sensitive data.

    The Ministry of Defence has faced criticism for its lack of transparency regarding the potential consequences of the breach. Officials have refrained from disclosing how many individuals might have suffered harm due to the disclosed information. Meanwhile, the Taliban, now in power, claimed not to have apprehended or surveilled those included in the leaked data, a statement met with skepticism from many observers.

    This incident serves as a critical reminder of the serious ramifications associated with data protection and the complexities involved in safeguarding sensitive information, particularly when the stakes include the lives of individuals in volatile regions like Afghanistan. As discussions about data breaches continue to unfold, the experience of those impacted is an essential consideration in shaping policy forward.
