The payment cards under scrutiny are the ASPEN cards, issued by the UK Home Office to those seeking asylum. These cards are designed to prevent recipients from becoming destitute while they wait for their claims to be processed. When asylum seekers first arrive in the UK, they are typically accommodated in fully catered hotels, receiving an allowance of £9.95 per week on their ASPEN cards. This amount increases to £49.18 per week once they transition to self-catered accommodation. However, the data reveals that some recipients have diverted these funds towards gambling at various establishments, including casinos and slot machine arcades.
This situation has garnered considerable media attention. Various reports indicate that asylum seekers have successfully used their ASPEN cards for gambling at physical locations, although attempts to gamble online have generally been blocked. In some instances, individuals were able to withdraw cash in or near gambling venues. Notably, there was a peak of 227 gambling attempts recorded in a single week last November, contrasted with a low of just 40 attempts the previous July.
The government has responded to these findings. A spokesperson from the Home Office issued a statement indicating that they are reviewing the transactions in question and will take urgent action if any misuse is confirmed. Moreover, Conservative shadow home secretary Chris Philp expressed outrage at the misuse of taxpayer funds, emphasizing that the individuals benefiting from government support should not be squandering it at casinos instead of using it for essential living expenses. Philp’s remarks underscore the frustrations held by many taxpayers who feel that the system is being exploited.
Currently, there are about 80,000 users of the ASPEN card system in the UK, and it includes strict regulations to prevent misuse.
