Melbourne Childcare Scandal: 1,200 Kids Urged to Get Tested Following Shocking Rape Charges Against Worker

In an alarming incident, a significant number of children are being urged to undergo testing for potential infectious diseases following the arrest of a childcare worker who has been charged with multiple serious offenses, including child rape. Joshua Dale Brown, a 26-year-old, was taken into custody in May 2025 and now faces an overwhelming 70 charges related to the abuse of children. According to police reports, the allegations indicate that he assaulted eight children—one of whom was only five months old—over a period spanning from April 2022 to January 2023.

Brown has been involved in the childcare sector since 2017, during which he worked at around 20 different childcare facilities in and around Melbourne. Given the breadth of his employment history, local health authorities have proactively reached out to parents whose children might have been under Brown’s care. They are recommending that many children be tested as a precautionary measure against infectious diseases. As of now, Brown has not entered a plea regarding the charges and is currently remanded in custody, with a scheduled appearance at the Melbourne Magistrates Court set for September.

The details around the alleged abuse are particularly troubling. The eight children believed to have been victimized by Brown are all under the age of five and attended the Creative Gardens Early Learning Centre located in Point Cook, a suburb in Melbourne’s south-west. The severity of the charges against Brown includes not only child rape but also sexual assault and the production and transmission of child abuse material. Authorities are also prioritizing investigations into similar allegations that may have occurred at another childcare centre in Essendon.

During a press conference, investigators revealed more about Brown’s credentials. Despite being arrested and facing these serious charges, he had passed the necessary checks required to work with children and was functioning as a fill-in childcare worker at the time of his arrest. Importantly, police noted that Brown had not been on their radar prior to this investigation and believe that he acted independently. They stated that the alleged offenses occurred solely within Victoria, ensuring there is no ongoing threat to children in other regions from this particular individual.

Highlighting the unprecedented nature of this case, Victoria Police’s Janet Stevenson explained the decision to reveal Brown’s identity, which is not common practice. She expressed the urgency in making this information available to parents, emphasizing that knowledge of Brown’s identity is crucial for the safety of children in childcare programs.

Health authorities, including Chief Health Officer Christian McGrath, have refrained from disclosing whether Brown himself has tested positive for any sexually transmitted infections. However, the nature of the alleged offenses raises serious concerns, leading to calls for screening of children who may have been exposed during their interactions with Brown. Approximately 2,600 families have been contacted regarding the situation, with about 1,200 children being recommended for testing. Thankfully, the infections that children may potentially have been exposed to can generally be treated with antibiotics.

This disturbing situation has resonated deeply within the community and beyond. Victorian Premier Jacinta Allan expressed her dismay and sadness, stating that she feels “sickened” by the allegations leveled against Brown. She described the experience as every parent’s worst nightmare and recognized that many families across Victoria are likely feeling nothing short of anger and fear due to the implications of this incident. The government has taken steps to support affected families, including setting up a dedicated website to provide ongoing information and resources.

Overall, the case highlights not only significant concerns regarding child safety in childcare settings but also the urgent need for comprehensive practices and protocols to safeguard the well-being of children in educational environments. The fallout from this case is likely to prompt further discussions on how childcare centers monitor personnel and ensure the safety of the children in their care.
